Tenancy fraud doesn’t just steal homes, it steals from entire communities



Tenancy fraud is the second-biggest fraud risk facing local government. It includes false applications, unlawful succession, and unauthorised assignments, each one denying a home to someone in genuine need.


The consequences are staggering:

  • £42,000 average saving per tenancy fraud detected

  • £1 billion annual cost to London alone

  • 50,000 homes lost to tenancy fraud nationally

  • Councils spend hundreds of millions every year on temporary accommodation

  • Fraud detection has declined by 40% over the past decade


🔍 Case Study: False Application - A former Ipswich Borough Council tenant was convicted of social housing fraud after submitting false applications. The individual received a two-year suspended prison sentence following a detailed investigation. This case highlights the importance of robust checks and collaborative working to protect housing stock and public funds.



Tenancy fraud undermines trust, drains resources, and deepens the housing crisis. Tackling it is essential to protect communities and restore fairness.
